Sex Offender Information Bulletin-Notification of Release-Level III Offender

The Spokane County WA Sheriff's Office is releasing the following information pursuant to RCW 4.24.550, which authorizes law enforcement agencies to inform the public of a sex offender release when, in the discretion of the agency, the release of information will enhance public safety and protection.
The individuals who appear on such notifications have been convicted of a sex offense that requires registration with the Sheriff's Office in the county of their residence. Further, their previous criminal history places them in a classification level which reflects the potential to reoffend.
This individual has served the sentence imposed on them by the courts. HE/SHE IS NOT WANTED BY THE LAW ENFORCEMENT AT THIS TIME. THIS NOTIFICATION IS NOT INTENDED TO INCREASE FEAR; RATHER IT IS OUR BELIEF THAT AN INFORMED PUBLIC IS A SAFER PUBLIC.
Law Enforcement has no legal authority to direct where a sex offender may or may not live. Unless court ordered restrictions exist, this offender is constitutionally free to live wherever he/she chooses.

TILLMAN, Charles S. was convicted, in 1992, of Indecent Liberties, and several Burglary charges. Mr. Tillman entered the seventy-seven year old victim's residence by using keys she had left in her front door lock. Tillman engaged in sexual contact with the victim in her bedroom, using physical force and threats of force. On a second occasion Tillman pushed his way into a fifty-seven year old females house after she answered the door. He attempted to remove the woman's clothing, however he fled when she screamed for help. On a third occasion Tillman assaulted an eighty-year-old woman as she left her house. He asked for water and to use the phone in order to get into her house. Once in the house Tillman pushed her against the wall by grabbing her wrist. The victim screamed, again causing Tillman to run from the scene. On a fourth occasion a 70-year-old female found her window screen had been removed. Tillman's fingerprints were on the window frame. Mr. Tillman has a previous conviction for First Degree Residential Burglary from 1991. During that incident Tillman knocked on the door of the 69-year-old victim’s house. When she refused to open the door Tillman entered through a basement window. Tillman exited the same window and then broke out a living room window. Tillman then fled the scene. Tillman was just released from McNeil Island as an unconditional release. He does not have a DOC probation officer.
