[ARCHIVED] Spokane County Approves American Rescue Plan Funds for West Terrace Stormwater Project

SPOKANE COUNTY, Wash. – The Spokane County Board of Commissioners unanimously approved a resolution directing $5.5 Million from the Federal American Rescue Plan (ARP) Act to address long-standing stormwater flooding issues in the West Terrace neighborhood located on the West Plains, south of the I-90 Medical Lake Exit. 

Under the ARP, signed into law on March 11, 2021, $350 billion dollars in emergency funding was made available to state, local and Tribal governments through the Coronavirus State and Local Fiscal Recovery Funds (SLFRF). Spokane County is eligible for $101,547,383. To date, the County has received half of that allotment. On March 8, 2022, the County Commissioners identified use allocations for which this drinking water category was included. 

Several established West Terrace neighborhoods on the west side of the Fairways Golf Couse on the West Plains have experienced severe flooding in the area since homes were built there in the early 2000s. Due to high clay content of the soil in these neighborhoods, water tends to sit near the surface and doesn't flow properly to drainage ponds. 

The project, which Spokane County Public Works will be leading, includes the installation of gravity collection and conveyance system along with the installation of new storm drains and catch basins, and road replacement.
