Driver Arrested Again for Felony DUI in addition to a DUI Warrant

Spokane Valley Deputies arrested a driver for DUI and an active arrest warrant for DUI.  A check of the driver’s name revealed a long history of DUI convictions, including three felony convictions and fourteen misdemeanor convictions, dating back to 1998.  The suspect remains in the Spokane County Jail for the felony DUI and misdemeanor warrant after the courts set his bond at $100,000 total.   

 

On November 9, 2021, at approximately 5:32 p.m., Spokane Valley Deputies responded to the report of a possible DUI driver near Broadway and Sullivan in Spokane Valley.

 

Deputy Travis West checked the license plate provided by the caller and observed the registered owner, 56-year-old Scott A. Hicks, showed an active DUI warrant for his arrest.  As Deputy West checked the area for the truck, he observed another person was calling in to report the same truck had almost hit a curb and another vehicle.
 
 Deputy West contacted the caller, who was still behind the vehicle.  The caller said the truck was heading north on Flora, approaching Montgomery, at approximately 10-15 miles per hour.  Maintaining a safe distance, the caller updated Deputy West of the suspect’s, later identified as Hicks’, location.  The caller advised the vehicle backed into a driveway in the 18000 block of E. Riverway Ave. 

 

Deputy West arrived soon after to see Hicks exit the driver's door.  Deputy West activated his emergency lights and attempted to contact Hicks, who appeared to be staggering and walking slowly.  After a short time, Hicks was advised he was under arrest for his warrant.  Before being placed in the back of Deputy West’s patrol car, Deputy West observed obvious signs Hicks was having trouble maintaining his balance.  

 

Deputy West transported Hicks to the Spokane Valley Precinct for additional processing and investigation, where Deputy Anthony Gosline joined him.

 

Deputy Gosline took over the DUI investigation, including Standardized Field Sobriety Tests (SFSTs), which Hicks agreed to do.  At the conclusion of the SFSTs, and after speaking to the witness, Deputy Gosline ran a criminal history check to determine if Hicks had previous DUI convictions.  The check showed Hicks had multiple DUI convictions to include three previous felony DUI convictions (2010 Coeur d’Alene, 2010 Idaho State, 2017 Post Falls).  His history also showed 14 misdemeanor convictions (1998 (3), 2000, 2001, 2002, 2003, 2004, 2006, 2008, 2009 (2), 2018, 2020).

 

Having developed probable cause, Hicks was advised he was being charged with Felony DUI in addition to his warrant.  Deputy Gosline also received a search warrant to obtain an evidentiary blood sample from Hicks.  

 

Hicks was later transported and booked into the Spokane County Jail for the new Felony DUI charge and his warrant.  Hicks continues to be held at the Spokane County Jail after a judge set his bond total at $100,000.
