The Town of Rockford Council Position No. 5 ended in a tie between the second and third place candidates for the August 3, 2021 Primary Election. A mandatory hand recount was conducted. The results remained unchanged and the recount was certified by the Spokane County Canvassing Board. To break the 34-34 tie, a lot draw took place on Thursday, August 26th at the Spokane County Elections Office. The winner, by lot, is Ivan Willmschen.
A numbered ball was assigned to each candidate and placed in a plastic milk bottle. The bottle was shaken and a ball was drawn to determine the winner between Ivan Willmschen and Rachelle Arriaga. Ivan's number was drawn and will move on to the November 2, 2021 General Election along with the candidate with the most Primary Election votes, Mark Lonam Jr.
