PROCUREMENT ENVIRONMENT: Spokane County has a centralized and quasi-decentralized procurement environment.

MISSION STATEMENT: The Mission of the Spokane County Purchasing Department is to support the public service mission of Spokane County through the responsive and effective procurement of goods and services in a manner which maintains the reputation of integrity and Public Trust.
 
OBJECTIVE: To assure open, fair and competitive procurement, to maintain a fair and level playing field with the equitable treatment of all persons involved in public purchasing and to provide safeguards in order to maintain a procurement system of quality and integrity. To make purchases in a manner that secures the required goods and services from the lowest, responsive, responsible supplier. To secure best value from a broad base of suppliers and service providers. To achieve, as far as is reasonably practicable, optimal benefit in the expenditure of public funds using processes that are on par with associated risks.
 
VISION: To be the state’s flagship Purchasing Department in fulfillment of Spokane County’s Strategic Plan and to be recognized for Innovation, Professionalism, E-Procurement, Productivity, and Leadership, by earning the National Procurement Institute, Inc., (“NPI”) prestigious AEP Award for Achievement of Excellence in Procurement®. 
    
KEY PERFORMANCE INDICATORS (KPI’s): The chief KPI’s monitored by the Spokane County Purchasing Department are quantity by project type and the processing time from start (requisition) to finish (award). The purpose and aim in monitoring these KPI’s are for assessing the current state of things and to then use for identification of process improvement opportunities.
