Welcome to the Liberty Lake Regional Park ("LLRP") Phase 1 Renovation project page! As this project moves forward, we will do our best to update the information here and post new project documents as they become available.
The Phase 1 project originated out of the 2018 LLRP Master Plan, which developed through a $50,000 anonymous donation, extensive public input, and a great design team consisting of Bernardo Wills Architects, SCJ Alliance, and Welch Comer Engineers. The Master Plan was adopted by the Board of County Commissioners and can be found by click here.
Spokane County Parks staff used the Master Plan to successfully apply for grants administered by the WA Recreation & Conservation Office (RCO). That funding together with Real Estate Excise Tax (REET) committed by the Board of County Commissioners has allowed the Phase 1 project to proceed towards construction.

Project Funding:
Grant Funded Park Improvements – TOTAL $2,443,825. Real Estate Excise Tax (REET) - $993.825, Aquatic Lands Enhancement Account (ALEA) Grant - $500,000, Washington Wildlife & Recreation Program - Water Access - $950,000.
Parking Lot Improvements (Excluded from grant funding) - Spokane County Allocation – $700,000 (REET).
