A public hearing on this matter, before the Planning Commission, may be held as soon as November 18, 2021.  Notification of any future hearing will be posted on the Spokane County Notice of Hearings webpage, at least 15 days prior. 

Summary

This action is a Comprehensive Plan Map Amendment and Concurrent Zone Reclassification action that implements the 2016 Settlement Agreement (2016-0464) with regards to Exhibit B, # 22 and Exhibit C, Map 22, parcel 26233.9068 and related to the subdivision Five Mile Estates (P-1965-05).   

The agreement states that this plat shall be brought into the UGA if it is subsequently developed.  A trigger for this action occurred on August 5, 2019, when a final plat for Five Mile Estates, PN-1965-05 was recorded under recording number 6828951.  Subsequently, building permits have been issued for nearly 1/3 of the dwellings of the 73 approved lots.   

This proposal brings the 29.55-acre plat into the UGA and changes its zoning and comprehensive plan designation from Urban Reserve to Low Density Residential in fulfillment of the County obligation under the 2016 Settlement Agreement.

SPOKANE COUNTY NOTICE OF EXTENSION OF TIME TO ADMINISTRATIVELY 

APPEAL SEPA DETERMINATIONS


NOTICE IS HEREBY GIVEN that the period to administratively appeal the following actions pursuant to Spokane County Code 11.10.170 has been reopened and extended to Thursday, November 18, 2021, by 4:00 p.m.  The determinations below may be appealed by any agency or aggrieved person.  Appeals will be heard by the Spokane County Hearing Examiner by completing and signing the appeal application and remitting the appropriate fees with the Spokane County Department of Building and Planning, 1026 West Broadway Avenue, 1st Floor, Spokane, WA 99260. Please include the project number being appealed. 

NOTE: The Public Hearing on the below matters has already been held and Public Comment has been taken. Public comment is CLOSED. Only the administrative appeal deadline has been extended.

PROPOSAL: A reclassification of the comprehensive plan and zoning designation from Light Industrial (LI) to Medium Density Residential (MDR) on approximately 15.74 acres.  The site is in the West Plains/Thorpe Urban Growth Area (UGA) and is a Joint Planning Area (JPA) with the City of Spokane, located on South Holly Rd., north of West Hallett Rd., and south of West 57th Ave. Parcel No. 24053.9057. 

SEPA THRESHOLD DETERMINATION: A Mitigated Determination of Nonsignificance (MDNS) was issued under WAC 197-11-350 by the Lead Agency on July 14, 2021.  An Environmental Impact Statement is not required under RCW 43.21C.030(2)(c).  This decision was made after review by the Lead Agency of a completed Environmental Checklist and other information on file with the Lead Agency.  This information is available to the public upon request.

PROPOSAL: A reclassification of the comprehensive plan and zoning designation from High Density Residential (HDR) to Regional Commercial (RC) on .26 acres.  The site is in the North Metro Urban Growth Area (UGA) located on North Stevens St. and north of West Francis Ave. Parcel No. 36304.2720. 

SEPA THRESHOLD DETERMINATION: The lead agency for this proposal determined that it does not have a probable significant adverse impact on the environment and issued a Determination of Nonsignificance (DNS) under WAC 197-11-340 on July 14, 2021.  An Environmental Impact Statement is not required under RCW 43.21C.030(2)(c).  This decision was made after review by the Lead Agency of a completed Environmental Checklist and other information on file with the Lead Agency.  This information is available to the public upon request.

PROPOSAL: A reclassification of the comprehensive plan and zoning designation from Low Density Residential (LDR) to Medium Density Residential (MDR) on approximately 14.40 acres.  The site is in the West Plains/Thorpe Urban Growth Area (UGA) and is a Joint Planning Area (JPA) with the City of Spokane, located west on South Abbott Rd. and south of West Garden Springs Rd. Parcel Nos. 25274.9084, 25274.9210.
