2023 9% LIHTC Metro-Pool Prioritization Pre-Application process.

In response to the Housing Finance Commission’s request for Metro County prioritization of 9% LIHTC funding applications, Spokane County and the City of Spokane have developed a process for selecting and endorsing one project annually for these 9% LIHTC funds allocated by the Commission to Spokane County.  A “Regional LIHTC Team” ad hoc committee was formed with representatives from City and County government, regional housing authority, and nonprofit developers. The process is outlined below:

1.   The Regional LIHTC Team will review project pre-applications based on:  

a. Minimum Washington State Housing Finance Commission (WSHFC) minimum threshold requirements; 

b. Addressing local housing priorities; and 

c. Consistency with either the City or County Consolidated Plan, based on project location.  

2.   Projects that meet the minimum threshold will then be scored based on four (4) evaluation criteria broken down by: 

a. City and County affordable housing goals; 

b. Project readiness; 

c. Developer capacity; and 

d. Financial feasibility.

3.   Ultimately,  one (1) project will be selected and recommended by the Regional LIHTC Team to be the Metro Pool project for Spokane County.

All applicants will be notified of the one project that is selected and recommended by the Regional LIHTC Team to be the Metro Pool project for Spokane County. 

Depending on the location of the project, either the City or County will then present an endorsement for that project and become the local contact for that project.
