Notice of Application and Technical Review

A 'Notice of Application' is required for certain project permits under Spokane County's Title 13 - Application Review Procedures.  These requirements also provide for a minimum 14-day public comment period following the date of the Notice of Application.  The following table is a listing of recent construction, preliminary subdivision applications, and zone change applications where Notice of Application has been provided along with other project applications.  These are all accompanied by scheduled meetings and/or public comment periods such as those provided under the State Environmental Policy Act.

Pre-construction and Technical Review Meetings


Pre-construction conferences are structured review processes for multi-family, commercial and industrial building permit applications, while Technical Review meetings are for land use applications such as requests for zone changes and subdivisions.  The conferences are a service provided by the Building and Planning Department to assist in the coordination of a timely review process and to provide an opportunity for discussions in a group setting, this allowing for feedback at the earliest possible time.  Other divisions, may, periodically, offer such conferences, also.

The meetings are a forum for the applicant and involved agencies of jurisdiction to discuss a project.  From this meeting, they can identify any deficiencies in the application, identify what will be required to issue a permit, determine what else is needed to get approval, and when to proceed to public hearing with at project, request.  Many larger commercial projects, zoning reclassifications, and residential land use actions, generally, go through the pre-construction conferences and/or technical review meeting process, however, not all projects are subject to a conference.

Representatives from the following departments/agencies, together with the applicant and/or other representatives of the project are typically present at the meetings.

Who Can Attend These Meetings?


Although these are not open public meetings' under State law, occasionally, we have been asked by neighbors or other parties interested in a project if they can observe the meeting with the intent of taking information back to others.  It is important to understand that these meetings are not intended to be an exchange of information between representatives of the project and the public.  These conferences are held on projects where a complete application has already been submitted and discussion is based on the submitted application/plans.  Space may be limited; in addition to representatives of the project, staff representing several local and state agencies typically attend.  Time is limited; depending on the scope of the project thee can be a wide variety of regulations, issues and concerns that need to be addressed.

When Do These Meetings Take Place?


Pre-construction conferences (PC) for the review of multi-family, commercial, and industrial building permit applications are generally held on Tuesdays and Thursdays at 10:00 a.m. and 11:00 a.m.;  Technical Review (TR) meetings for zoning and subdivision actions are typically held on Thursday afternoons between 1:00 p.m. and 4:00 p.m.  The meetings usually last about one hour.
