Community Development Block Grant (CDBG)


The Community Development Block Grant (CDBG) Program allocates an estimated $1.9 million in federal funds per year to sub-recipients throughout the Spokane area to conduct activities that improve the lives and living conditions of low and moderate income county residents. The department allocates these funds each year through a Request For Proposal (RFP) process and provides technical assistance and oversight to sub-recipients to ensure compliance with all applicable federal requirements.
 
Sub-recipients use CDBG funds to improve local infrastructure, provide needed human services, improve parks and public facilities, increase recreational opportunities, and create jobs for low-income individuals

Affordable Housing Program (HOME)

The Affordable Housing Program provides Home Investment Partnership (HOME) funds to address the priority housing needs of County residents. Affordable Housing Trust Fund Substitute House Bill 2060 (SHB-2060)

Recording Fees Homeless Housing Assistance Act (HHAA)

Spokane County receives document recording fees (primarily through the recording of mortgages) for Homeless Housing. These fees, commonly referred to as 2163, 1359, 2331, and/or 2048 funds, are collected for homeless housing purposes as documents are recorded. Approximately 40% of these funds are forwarded to the County.
