Heroin Found Inside Cigarette Box

On Monday, June 4th, 2012, at about 7:30 a.m., Spokane County Sheriff's Deputy M. Smoldt was patrolling the area near Burch and Rustle Road when he observed a Ford Aerostar exit from Motel 6. Deputy Smoldt noticed the passenger side slider door of the van was open and stopped the vehicle near 4300 West Burch Rd.

Deputy Smoldt contacted the driver, identified as 48-year-old Steven Willard, who told Deputy Smoldt he forgot to close the door. Deputy Smoldt asked for Willard's driver's license and he told Deputy Smoldt he did not have one. After Deputy Smoldt checked Willard's name through dispatch, it was confirmed his driving status was suspended 3rd degree and he also had an active warrant for driving on a suspended license.

After Deputy Smoldt arrested Willard, Willard gave Deputy Smoldt permission to search his vehicle. Deputy Smoldt located a box of Camel cigarettes inside a book bag that contained a black tar like substance, that later field tested with a positive presumptive result of heroin, as well as a glass pipe commonly used to ingest controlled substances. Deputy Smoldt asked Willard if he forgot about the heroin and he replied "ya".

• Willard was booked into the Spokane County Jail on the felony charge of Possession of a Controlled Substance-heroin and his warrant for driving on a suspended license.
