Burglars “Afraid” to Commit Thefts in Spokane County: Coordinated Effort Leads to Burglary and Drug Arrests

On Friday May 25th 2012, members of the Spokane County Sheriff’s Office Burglary Task Force were conducting surveillance of 25-year-old, Jessica L. Davis and 29-year-old, Randle “Kyle” Phelps as part of an ongoing Burglary, Trafficking in Stolen Property, and Drug investigation.

Davis and Phelps were observed driving a 2002 Silver Nissan Sentra and were followed from Spokane County into a secluded neighborhood in Pend Oreille County near Bead Lake. It was later discovered by information provided by the Pend Oreille County Sheriff’s Office that this particular area had recently been the target of numerous burglaries.

Burglary Task Force members contacted the Pend Oreille County Sheriff’s Office and let them know they were in their jurisdiction and they were following burglary suspects and may need their assistance.

Burglary Task Force members confirmed Davis and Phelps committed two burglaries while conducting surveillance and notified Pend Oreille County Sheriff’s Office. Davis and Phelps were followed by BTF members as they drove out of the area. PCSO units aided by BTF members conducted a felony stop in the parking lot of a gas station just inside of Old Town, Idaho the jurisdiction of the Bonners County Idaho Sheriff’s Office. Davis and Phelps were taken into custody without incident.

Bonners County Sheriff’s Office responded to the location to assist with a drug detection K9. The K9 unit’s presence led to a search of the vehicle by the Bonners County SO, which in turn led to the arrest of Davis and Phelps for Idaho charges of Possession of a Controlled Substance (Heroin) and Possession of a Controlled Substance (Methadone). Davis and Phelps were booked into the Bonners County Jail on the Possession of Controlled Substance charges.

Items of suspected evidence from the burglaries were also noted in the Nissan at the time of their arrest.

BTF members showed PCSO the locations of the Burglaries, which PCSO was able to confirm with the homeowners. PCSO is working with BCSO to coordinate charges for Davis and Phelps for Burglary in Pend Oreille County, WA.

Davis made a comment to a BTF investigator that they had gone to the rural area of Pend Oreille County because of the recent and numerous Burglary Task Force arrests and was afraid to commit burglaries in Spokane County.

The Burglary Task Force will be filing numerous felony charges on both Davis and Phelps in relation to crimes in Spokane County.
