On Wednesday, October 2nd, 2013, Spokane Valley Sheriff's Deputy Walter Loucks responded to a reported burglary at Payless Shoes located at 13020 E. Sprague Avenue in Spokane Valley. The employee told Deputy Loucks she observed a white female, in her early
twenties; enter the store carrying a large leopard print handbag. She said the female was about 5'4", with a light build and blonde hair. The employee was concerned with the female's motives as she realized the bag may be used to conceal items.
Minutes later, the employee heard the front door chime and walked out to greet the new customer. Instead, she noticed the suspect departing the business with one of the store's new purses in hand. The suspect was also carrying the leopard print hand bag which
was now bulging with shoes.
The employee exited the store and told the suspect to return the merchandise or she would call the police. The suspect had reached her vehicle and was placing the merchandise inside her car. The employee approached the suspect who said, "I have a gun". The
victim did not see a gun and went back into the business to call police. The victim said the suspect drove in front of the store and was waving and smiling at her as she passed by.
