On Wednesday, May 9th, at about 11:30 p.m., Spokane Valley Sheriff's Deputy T. Kullman was traveling westbound on Sprague Avenue near Vista Road. To Deputy Kullman's surprise, he noticed a male subject standing in the middle of Sprague hitchhiking.
Deputy Kullman avoided hitting the subject, later identified as 51 year-old David Cooke,... and spoke with him about his intentions. Cooke told Deputy Kullman he was looking for a ride downtown and did not realize he had stepped out in front of a police officer.
After checking Cooke's name through dispatch, it was confirmed Cooke was an armed career criminal with a lengthy criminal history. Cooke gave Deputy Kullman permission to search his belongings and said he did not have anything illegal with him. Deputy Kullman
located a white plastic baggie in Cooke's backpack that contained a white crystal substance Deputy Kullman recognized as methamphetamine. Cooke said he had no idea where the baggie came from.
Cooke was provided with a ride "downtown" and booked into the Spokane County Jail on the felony charge of Possession of a Controlled Substance (methamphetamine).
