On Wednesday, October 17, 2012, at about 11:00 a.m., Spokane Valley Sheriff's Deputies responded to the 1200 block of North Bannen on a shooting call. When Deputies arrived on scene they contacted 41-year-old David Pelican and 37-year-old Justin Chapman.
Chapman and his wife had been separated and Pelican was living in Chapman's garage. Chapman was no
t fond of Pelican living in his garage as he was attempting to work things out with his wife. Angered that Pelican was in his garage, Chapman kicked the back door in to the garage and an altercation ensued between he and Pelican.
The two split and went their separate ways but a short time later Chapman became enraged and walked towards the back door to the garage a second time. Pelican told Deputies he was in fear for his life and chose to shoot two .22 caliber rounds from a handgun
at Chapman's legs. Pelican told Deputies he intentionally shot at Chapman's legs because he did not want to kill him. One round struck Chapman in the left knee fracturing his knee cap. Chapman was transported to a local hospital where he is listed in stable
condition. There have been no formal charges forwarded at this point in the investigation.
