On Sunday, July 22, 2012, at about 1:15 p.m., Spokane Valley Corporal J. Shover responded to the area of 27th and Skipworth Road in reference to possible drug activity that had been reported by a citizen. Corporal Shover located a Ford Ranger parked on
27th and could see the driver slumped over in the driver's seat.
Corporal Shover approached the vehicle and saw the driver, 39 year old Rown Jokinen, was either passed out or sleeping in the driver's seat. Corporal Shover saw the keys were in the ignition, heard the stereo playing loudly and also saw what appeared to be
a drug kit in the center console of the truck. Corporal Shover was able to see a clear glass pipe containing a white residue and a small baggie containing a white crystal substance and a plastic straw.
Corporal Shover was able to see that Jokinen was breathing and noticed he was sweating profusely. Deputy T. Jones arrived on scene and they were able to wake Jokinen up. Corporal Shover had Jokinen exit the vehicle and told him he was able to see what appeared
to be methamphetamine inside his truck. Jokinen told Corporal Shover it was in fact methamphetamine and that he had just used it. He also told Corporal Shover he was "stupid" for using the drug. Using a field test kit, the white crystal substance showed a
positive indication for the presence of methamphetamine.
• Jokinen was booked into the Spokane County Jail on the charge of Possession of a Controlled Substance, methamphetamine.
