Community Service
- Out-of-custody sentencing alternative offered to the courts and qualifying offenders. Offender reports to Geiger and arranges for community service work. When the required hours are completed, paperwork is forwarded to the courts. As an example; offenders have completed service hours for Meals on Wheels, the Loon Lake Food Pantry, SCRAPS and Habitat for Humanity. Offender pays $40 to participate in this program. In 2012, these offenders performed 255 days of community service.

Electronic Home Monitoring
– Re-starting in January 2014, EHM provides an alternative to jail incarceration for qualified low-risk offenders, utilizing individualized case management, state of the art technology, and targeted monitoring. The EHM Program holds offenders accountable for their actions, while reducing jail overcrowding and the high cost of in-custody incarceration.

Supervised Community Service
- Out-of-custody program offered to the courts for qualifying offenders. Offenders report to Geiger for assignment to a community service projectEligible offenders are assigned to a supervised work crew for up to 8 hours during the day.   No charge to the jurisdiction or the offender.

Partial Confinement Work Crew
- Out-of-custody sentencing alternative offered to the courts for qualifying offenders. Sentenced offenders report to Geiger for assignment to a Work CrewEligible offenders are assigned to a supervised work crew for up to 8 hours during the day.  No charge to the jurisdiction or the offender. In 2012, 514 total days were served by participants. This program began in March 2011.

In Custody Work Crew
- In custody qualified offenders are assigned to supervised Community Work Crews.  Work crews have collected over a million pounds of trash over the past 5 years. Current Projects include – Litter Pick Up, Bloomsday, Ballpark and Fairgrounds, Girls Pacific Northwest Volleyball Qualifier, Lilac Parade, Hoopfest, and Lincoln Heights Neighborhood Cleanup.

Work Release
- In Custody option for both pre and post sentenced qualified offenders. Inmates are allowed to leave the facility to report to their place of employment.  Direct report to Geiger for intake and booking.  These inmates have jobs, are assessed and screened by Geiger case managers and are not a risk to the community. Fees are $15 per incarceration day ($120./day for out of County - due in advance) charged to the offender.  Work release began in 2011. 

24-Hour Confinement Program
- Presented in conjunction with Greater Spokane Substance Abuse Council, this is a 24-hour confinement program for adults convicted of DUI offenses, typically one Friday per month. The class is an alternative to other DUI sentences and includes alcohol and drug information school, (as required by state law), addiction and recovery overview, presentation of the escalating sanctions for repeat DUI,  and DUI victim’s panel impact statements. The 24 Hour Jail Alternative DUI Education Program is facilitated by the

Drug Alcohol Treatment (IOP) - For inmate offenders, Intensive Outpatient Program combined with MRT and re-entry services.  12 inmates per session.  72 hours required.  Open-ended and offered in collaboration with New Horizon Care Centers instructor Eileen Jacobson.  Intended for inmates with 90+ days to serve. 

- Moral Reconation Therapy. Open ended class started at Geiger in May of 2011. Designed to reduce recidivism by confronting underlying behaviors and attitudes, evaluating how behaviors have negatively impacted one’s self and others, and identifying steps to achieve life goals. Curriculum empowers participants to take responsibility for their actions and the consequences of those actions, and making choices designed to achieve desired outcomes.  In-house instructors (Case Managers both MRT trained.) For inmates with 90+ days to serve. 

AA Groups
- In-custody males and females attend separately on Saturdays. Facilitated by volunteers of AA. Began at Geiger in April 2012.

--classes and testing. Offered since 2006 at Geiger. Rebecca Butterfield has been instructing and testing Geiger inmates since 2007. Since the GED program’s inception at Geiger, a passing rate of over 90 percent has been attained, more than 2100 individual tests passed and 325 GED certificates earned.

Re-Entry Program
- Breaking Barriers - 5-week cognitive thinking course. Includes:
Creative Conflict Resolution, Personal Finance - This 17-session training series gives students the opportunity to examine their principals and make changes to their thinking patterns to more constructively serve their life goals.

Employment Search, Comprehensive Career Assessment and Guide
. This 17-session training series gives students the opportunity to examine their principals and make changes to their thinking patterns to more constructively serve their life goals.

Creative Conflict Resolution
features a series of exercises teaching non-violent solutions to conflict through the use of affirmation, cooperation and creative conflict management.

Partners in
Parenting - In-house course geared toward offenders. Facilitated by Case Manager Barb McGlothen. This is an 8-week course focusing on effective parenting communication and guidance, plus positive discipline strategies. This class is specifically designed to teach offenders how to constructively re-enter their children’s lives.  Classes held twice weekly.     


Fulcrum Institute Dispute Resolution Clinic began educational programs at Geiger in June, 2012.   Taught by instructors of Fulcrum Dispute Resolution Clinic; they have experience facilitating dispute resolution in the private and public sector. Fulcrum currently offers the following programs:

Anger Management: (2 hrs per week/5 weeks)
Course Objectives: Students will learn to assess individual anger for the purpose of understanding and identifying rational and irrational thoughts and behavior; Identify trigger points and develop a proactive approach to reduce inappropriate emotional escalation; Identify individual temperament styles and how to bridge the gap when one temperament style clashes with another; Develop assertive communication skills to get their point across while preserving relationships at home or the workplace and Develop coping strategies to assist in stressful or emotionally charged situations.

Stress Management
: (2 hrs per week/5 weeks)
Course Objectives: Students will learn to identify personal stressors, physical responses to stress, effects of chronic stress and links to other conditions, and practice effective methods of stress management that include: progressive relaxations, refuting automatic negative thoughts, mindfulness, and develop personal coping plans.

Job Skills
: (2 hrs. per week/5 weeks)
Course Objectives: Students will identify their skills, prepare a master application, and create a resume & cover letter by the end of the course. Students will also learn how to effectively search for employment, follow-up, and appropriately contact employers. Other coursework will include interviewing, job search methods, and employer incentives for hiring felons.

Job Readiness
: (2 hrs per week/5 weeks)
Course Objectives: Student will utilize Cognitive Behavioral Therapy techniques to address the thoughts and behaviors that prevent them from securing and keeping employment. Topics will include: work readiness, job suitability, anger-provoking work situations, getting along with co-workers, and developing a healthy work identity.

Discovering Emotions
: (2 hrs per week/5 weeks)
Course Objectives: Students will be able to recognize, understand, communicate and manage their feelings; Redirect patterns of negative behavior; Learn techniques to understand, use, and appreciate the role of emotional intelligence in the workplace and at home; create a personal vision statement and validate emotions in themselves and others.

Interpersonal Communications
: (2 hrs per week/5 weeks)
Course Objectives: Students will learn and apply interpersonal communication skills. Learning experiences will include work with personal growth, verbal and nonverbal skills, perception, listening and how to develop healthy personal relationships.

Group Diversity:
 (2 hrs per week/5 weeks)
Course objectives: Students will increase their abilities to communicate with people of different cultures. Emphasis is placed on cultural attitudes, values, conflicts, and how to improve communication within the multicultural area in which they live. The course will stress verbal and non-verbal skills. Students will also enhance awareness and empathy in interaction and improve their communication competence.

Relationship Management
: (2 hrs per week/5 weeks)
Course objectives: Students will explore a variety of approaches to using communication, conflict management, and building intimacy in context of relationships. Students will also learn how to exercise emotional management to build rapport and improve the overall quality of existing relationships.

Public Speaking
: (2 hrs per week/5 weeks)
Course objectives: Students will learn methods of effectively communicating with a target audience using appropriate verbal and nonverbal language. Goals of the course will include increasing the presenter’s confidence and competence and result in increased pro-social interactions. Class culminates with an informative speech delivered by students.

Re-Licensing Program
Driving with license suspended in the third degree is the mostly commonly charged misdemeanor in Washington state. A critical element to success for most offenders re-entering the community is employment and a means of transportation to the workplace. The Driver’s Relicensing program offered at Geiger--coordinated by Julie Schaffer of the Center For Justice--allows those caught in the DWLS downward spiral to recover their licenses in exchange for making long-term but manageable commitments to making payments on their fines.



- On-site drug and alcohol treatment information and access to available re-entry resources for eligible offenders. Facilitated and directed by Penny Penton of North East Washington Treatment Alternatives. Penny is a Licensed Mental Health Counselor and Chemical Dependency Professional and receives dozens of inquiries each week from inmates. She facilitates chemical dependency assessments and referrals, and links inmates to available services, including but not limited to; post incarceration treatment, Disability Lifeline Grants to help with treatment costs, food stamps medical care access, and housing needs. 

About Face Services for Veterans in Transition
- Administered by Goodwill Industries of the Inland Northwest, About Face has helped provide life-skills classes, mental health counseling, employment opportunity, housing, clothing and transportation to veteran offenders. About Face is provided by Goodwill with support from the Spokane Veterans Affairs Medical Center, Volunteers of America, Transitions and Community-Minded Enterprises.

Fulcrum Offender Education and Re-Entry Program
- Fulcrum Institute Dispute Resolution Clinic began educational programs at Geiger in June, 2012.   The Fulcrum Education Program also offers post-release employment assistance at the Fulcrum business office, as well as other re-entry services.


Traditional Church Service
- Offered each Sunday afternoons.

Catholic Worship Services
- Held every other Friday afternoon.

Bible Study
- Weekly Bible studies are offered to both male and female offenders one day per week.

Bondage Breakers
- Dick & Shirley Main present lessons on life changes, conduct religious discussions, lead work groups and lend moral support. served as lay ministers to Washington State Penitentiary inmates throughout the ‘90s, and have ministered at Geiger since 2003.

Celebrate Recovery
- This dynamic 12 step program is tailored to meet the needs of program inmates. The Program offers hope-infused support. It frames the Bible as “forward-looking,” emphasizing personal responsibility and spiritual commitment. Celebrate Recovery’s basic tenant demonstrates how we need each other to grow spiritually and emotionally. The program addresses all types of problems and addictions.


Job Skills Training
- Flagging, forklift training provided by RM, Food Handlers Certification.

Community Garden Project
- Working with the WSU Spokane County Extension agency and Second Harvest Food Bank, the Geiger community garden project was expanded by 3 gardens this year to a total of 12. This initiative gives offenders a sense of pride as they raise vegetables that are graciously donated to local charities and the needy.

Project Greensleeves
Partnership with the Lands Council to provide hands-on training to offenders, education of current environmental matters and employable skills, as well as the opportunity to directly and positively impact local, degraded watersheds such as Hangman Creek, Deep Creek, and Coulee Creek.
