General Information
The Spokane County Purchasing Department provides procurement services to county departments and agencies, which includes the acquisition of materials, supplies, equipment, various services including architectural and engineering services and public work projects (excluding road and bridge projects which are handled by the County Engineer). The procurement related services that are provided include the management and coordination of all phases of the competitive solicitation process, including vendor research on behalf of customer departments, pre-bid conferences and meetings with vendors and contractors, assisting departments in developing bid specifications and scope of work, bid document preparation, coordination of required advertising and other statutory requirements, public bid openings, bid tabulation, preparation of award recommendations, issuance of award notices and notices to proceed, contract preparation (including change orders), contract management, and reviews of vendor requests for payment.
The Spokane County Purchasing Department additionally has oversight of various non-procurement related functions and services in support of other Spokane County departments. These additional non-procurement related functions include the operations of the County Mail Center, coordination of the licensing and titling of County-owned vehicles and the processing and maintenance of all payee codes (vendor codes) within the Spokane County financial system. Other non-procurement related functions and services include the administrative oversight of the all-County petty cash fund used for making unanticipated, low-dollar, incidental purchases and the administrative oversight of various other purchasing programs.
The Spokane County Purchasing Department additionally facilitates departments in the sale and disposition of their excess and surplus County personal property. The Purchasing Department coordinates the process of having the excess property declared as surplus to the needs of the County and coordinates approximately 3 to 6 County general public auctions per year, and 2 to 6 sealed bid auctions per year for the disposition, and/or, sale of surplus County personal property. Spokane County Mail Center
The mail pieces handled through the Spokane County Mail Center include first class U.S. Mail, accountable mail and special handling mail such as registered mail, and parcels such as UPS, RPS, Airborne Express, FedEx and others. The Mail Center annually processes approximately 600,000 pieces of inbound U.S. mail and approximately 720,000 to 1 million pieces of outbound U.S. mail for the various Spokane County departments. Accountable, special handling mail parcels range from 14,000 to 16,000 pieces annually. Additionally, the Mail Center provides a daily afternoon pick-up and delivery route to the departments on the County campus for US Mail, interoffice correspondence and small parcels. The Mail Center also oversees and services the coin operated copying machine located in the main floor lobby of County Courthouse.
