To manage the criminal justice system through the collaboration and shared responsibility of criminal justice and political officials, by reviewing significant information relative to immediate and future needs, and by identifying and recommending alternatives to total incarceration which are consistent with the law and community objective of public safety, accountability, punishment, treatment, and public awareness.
