Comprehensive Emergency Management Plan
The mission of the Spokane City/County Comprehensive Emergency Management Plan is to protect people, property and the environment through increasing the readiness level to mitigate, prepare for, respond to and recover from major emergencies and disasters.
The purpose of this Plan is to guide organizational behavior before, during and after a disaster. It develops and describes a comprehensive program that defines who does what, when, and where, in order to mitigate, prepare for, respond to, and recover from the effects of natural and technological disasters.
To identify hazards and assign responsibilities to operating governmental entities with emergency management functions in order to lessen the affects should the hazard occur and recover from it after it has occurred.
