Each year the
Spokane County Housing and Community Development Department
receives a formula allocation of HOME funds from the United
States Department of Housing and Urban Development (HUD) For the
2008 Program Year (July 1, 2008 to June 30, 2009), Spokane
County anticipates receiving $729,105. These funds will be
allocated through a competitive application process by Spokane
County.

HOME
is the centerpiece program of the
Cranston-Gonzalez National Affordable Housing Act (NAHA),
officially entitled the HOME Investment Partnerships Act.
The Home Program is intended to achieve three specific
goals: 1. To
expand the supply of decent, safe, sanitary, and affordable
housing with the primary focus on housing for low, very low,
and extremely low-income families. 2. To strengthen the ability of local governments to
design and implement strategies for achieving adequate
supplies of decent, affordable housing. 3. To
encourage public, private, and non-profit partnerships to
address affordable housing needs. |

Spokane County Housing and Community Development has entered into an
agreement with Spokane Neighborhood Action Programs to administer
our ADDI funds. This program will provide $10,000.00 in the form of
a forgivable loan, to qualified first time homebuyers.

Analysis of Impediments to Fair Housing Choice and Fair Housing

As part of the
jurisdiction's obligation to affirmatively further fair housing,
the jurisdiction must undertake the completion of an Analysis of
Impediments to Fair Housing Choice as well as a Fair Housing
Plan. This document will summarized both the analysis completed
by the County as well as the strategies developed to address the
barriers to housing choice.
HUD has included a wide array of
potential issues under the umbrella of "impediments to fair
housing choice." An impediment restricts housing choice
for persons who are part of a federally protected
classification.
HUD defines an impediment to fair
housing choice as any action, omission or decision in a
jurisdiction:
- Taken because of race,
color, religion, sex, disability, familial status or
national origin that restricts housing choice or the
availability of housing choice;
- That constitutes a
violation, or potential violation, of the Fair Housing Act;
- That is counterproductive to
fair housing choice, such as community resistance when
minorities, persons with disabilities and /or low-income
persons first move into white and/or moderate income areas,
or resistance to the siting of housing facilities for
persons with disabilities; or
- That has the effect of
restricting housing opportunities on the basis of race,
color, religion, sex, disability, familial status or
national origin.
