Located 15 miles southwest of downtown Spokane in the West Plains area, The City of Cheney is the largest of the small cities in Spokane County, with an estimated 9,470 residents.   Cheney is home to Eastern Washington University (EWU) and also serves as the site for the Seattle Seahawks annual training camp in July of each year.

The City has participated in the Spokane County Urban County Consortium for CDBG and HOME since 1988.  Over this period, approximately $2,071,456 in CDBG funds have been provided to assist the City in improving it's infrastructure, public services and providing increased recreational opportunities for it's residents.
