The below listed entities describe the primary participants in the
Spokane RSN quality management system:
Administrative Services Organization (ASO): an RSN contracted entity which oversees
the utilization management, information services and resource development components
of the RSN system of care.
Regional Support Network (RSN): the County entity housed within Spokane County Community
Services Division, which administers public mental health dollars for Spokane County.
Mental Health Advisory Board (MHAB): Citizen Advisory Board to the RSN, constructed
and maintained in accordance with WAC 388-865-0222(2). It’s recommendations are reviewed by
the Board of County Commissioners.
Board of County Commissioners (BOCC): the County governing body for Spokane County
Community Services, and consequently the RSN.
Ombuds: Contracted individual responsible for implementing
WAC 388-865-0250.
The Ombuds assists and advocates for consumers who have complaints and grievances
concerning services and the mental health system.
Quality Review Team: The QRT is the group responsible for implementing
WAC 388-865-0282.
This group shall review provider and RSN performance, with a focus on customer satisfaction.
Recommendations of the QRT are forwarded to the RSN for action.
Consumer Consultation Panel: a subcommittee of the Mental Health Advisory Board,
this group consists of 12 consumers of public mental health services and advises the
RSN and MHAB on issues pertaining to planning from a service recipient perspective.
Provider agencies: which contract with the RSN to provide mental health services.

The Quality Integration Team (QIT): This entity includes representatives from
the QRT, Ombuds, Mental Health Advisory Board, Consumer Consultation Panel and provider
QI staff. Facilitated by the RSN, the QIT acts as the focus for the RSN’s efforts to
work with stakeholders in the mental health system regarding quality improvement issues.
It also functions as a venue where difficult, system-wide quality issues may be addressed.
