Facilities Development
The Facility Development Process is essentially a roadmap to effective jail planning designed by the National Institute of Corrections (NIC). Spokane County officials attended a week long class in Longmont, Colorado where this process was explained in detail and therefore adopted the process for the planning of the current master plan for Spokane. The process includes, nine phases with a series of Go/No-Go diamonds which point the team to key or essential decision points. Presently the team is on the diamond located near the second Go/No-Go line titled “Public Referendum – Determining Project Finance Method”.
