ACCESS TO RECOVERY (ATR)
The Access to Recovery (ATR) Program is funded through a three year grant from Substance Abuse and Mental Health Services Administration (SAMHSA) to the State of Washington.
ATR is not an entitlement program and does not replace existing services or funding streams. ATR allows client choice and increases the array of available community and faith-based services, supports, and providers through a fee for service payment system. The purpose of the program is to provide wrap around services to support a client’s recovery from substance addiction, by:
- Encouraging treatment completion and maintaining recovery.
- Assisting with basic needs to stabilize living conditions.
- Strengthening families and friendships in order to develop the relationships that support continuing recovery.
- Assisting with needs for securing transportation.
- Supporting the client’s efforts to establish and maintain employment.
- Improving the client’s health through preventative and restorative care.
How to Become an ATR Client:
- Clients must be low income, enrolled in County funded chemical dependency treatment or Teen Challenge and strongly motivated for long term recovery.
- Clients are referred to ATR by counselors from County funded treatment agencies.
- Military Service people (United States Military or National Guard) may apply directly for ATR services. Please call 477-2564 for an appointment or more information.

How to Become an ATR Vendor:
- We are always looking for local businesses who are willing to provide services for our clients. Payment comes directly from Spokane County on behalf of eligible clients.
- Types of goods and services needed include:
- Organized Alcohol and Drug Free Activities
- Employment training and coaching
- Shoe Stores
- Clothing Stores
- Auto Repair
- Health and Fitness services
- Family counseling
- Mental Health services
- Medical services
- Adult Education
- Recovery Coaching
